Question about re-rolling hextech loot

If I'm not mistaken, you can re-roll 3 shards to get a random permanent of the same kind, with the added guarantee that you don't own it already. But apparently, you can also re-roll 3 permanents to get 1 random permanent?

Did I miss something, or is that just a trap? Why would I bother upgrading shards to permanents before re-rolling them? This seems like just a waste of orange essence, and if it is so, why does the possibility even exist?
