Riot just make an item that cost around 3000 has 100 AP and 10% CDR and at this point people might actually buy it to get CDR on mages.
Yes it is that bad currently. Banner of Command is actually worth considering on some mages jsut for the CDR. Not a bad item but far from ideal for champs who want damage.

Stonington2 votesI forgot DFG even had CDR. They removed spooky ghosts item and put the ghosts onto Frost Queen's Claim making it a good item to buy. No one even bought spooky ghosts before.

It was expensive and the active was garbage.
