Little Question about Your Shop

I am a bit confused here, I read in the past that ultimate and legendary skins are not supposed to show up in "Your Shop". They mentioned it the last time they made an article announcing it, you can find it here.

Now, the actual "Your Shop" has given me a 50% discount for Super Galaxy Rumble, which is legendary tier. So did Riot change their stance here? If so, when did this happen and why? And will this keep going on or will future "Your Shops" not have legendaries again? Because I would really love to grab a discount for Pulsefire Caitlyn in the future....
