Make Statik Shiv a melee item
Right now, shiv is kind of getting crowded out as an ADC item. With hurricane being able to crit shiv has kind of lost it's place as an AoE item. That got me to thinking, since hurricane is ranged only, why not rework shiv to be a melee only item... something for melee champs who buy crit instead of a hydra.
