Soraka nerf - pro snowballing or pro passivisity?

For those of you who don't know, when a soraka gets ahead in lane, she tends to max Q first. Basically if you don't have to spam your heals that much in the early game, you can do a tiny bit more damage and self heal better.

Now there's two ways to look at the nerfs to her heal cooldown. The first is riot is trying to hurt soraka's early game. Your heal won't be on a good CD until level 9 if you go the max W first route. This should give the other team a longer early game window to abuse her ADC's mistakes. However, if her lane gets ahead, her plays might still ignore maxing W first. It's not impossible to get to level 13 as a support before a short game ends, so you'll still be able to heal pretty well. Plus if your ADC was fed well enough to stomp bottom, you probably won't need healing as much later as their ADC will be less of a threat. So you can argue that riot wants soraka lanes to be more snowbally.

However there is another side to this. By raising the CD on the heal, you could argue that riot is trying to force soraka players to max W first. Level 13 isn't impossible to get to in a short game, but there's a problem with mid game... you'll need your heals then so you might want to max W early even if you are doing well. Winning those first one or two midgame teamfights is enough to decide a game. W will help you do that more than Q will. However when soraka maxes W first, she becomes more passive. You'll have fewer and weaker Qs early on so you'll be less inclined to be aggressive. Your pitiful damage will be even more pitiful and you'll have fewer opportunities to self heal. So you'll play even more passive because not being able to max Q ASAP encourages it. So you can also argue that riot wants the most passive support to be even more passive by disincentivizing her from going aggressive early.

Is riot trying to make soraka more snowbally? Is riot trying to make soraka even more passive? Is riot nerfing her because she didn't get a star guardian skin and isn't getting any other skins in the near future? Is Mark Rosewater the secret mastermind behind live balance and nerfing her because he hates bananas that much?
