Is Courage of the Colossus going to be melee only?

I think if it were melee only it would help melee top laners/supports in trades against ranged champions. One of the biggest problem that ive seen throughout the end of the season is how overwhelming ranged matchups are for melee champions.

If it were to be melee only, it would give melee champions a helping hand in these situations and probably encourage more diversity in lanes and in the jungle.

I just wonder how the CC would work with mages that have HUGE AOE abilities with hard CC like kennen, zyra ect, feels like they would be getting more help for how oppressive they are in most situations.
