its basically a starting item for supports where you attach to the adc with a leash and they can't leave the enclosed boundary of the circle so that the adcs can learn to behave themselves and stop running into danger over and over and OVER again until you lose the game

We mods are not Rioters, but we've been around moderating the boards for a while now. We've been working in the shadows, behind the scenes making sure boards rules were being observed and attempting to adjust rules in one direction or another to keep posting fair and easy while smiting down others who blatantly and continuously break them.
We've had one visible moderator, ModCurator (Formerly TheCurator) who generally posted to clarify things here and there as needed, however recently it was decided by our overlords and by the requests of users that there should be more interaction between mods and the community and that it should be a direction to move towards. And so there may be a few more green names floating around from time to time.

Two: If this is serious as you say there is one major problem (Not counting self imposed movement reductions are frowned upon in most cases, looking at you bard) Its you need to leave bot at some point often without your ad. Also what if (and I know this is a radical idea) the support is bad? What if they sit a screen and a half away from the wave so that their ad can't farm? A far better idea would be a passive buff when in tether range and an active that pulls the champ back into range like kali ult. It incentives staying by the support and has a mechanic that can save people...or deny pentas.
