Such different cases it doesn't even compare. One is a defensive option for AD champions, one is an item that gives more AD the more HP you build making it so somebody like Garen can get Atmas, BC into full tank and blow up your entire team. They don't even come close to comparing.
I recall the reason Atmas got removed was because it really didn't fit into their builds though. And that was mainly because they didn't make good use of the crit chance. Hypothetically, they could have reworked it to fit into said Juggernaut niche. (Thought this was before the concept of a Juggernaut) Likely they just thought it had no niche to serve.
Honestly, I hate the kind of mentality around these defensive items. Mainly the part where they get ignored by Glass cannons. (Under some expectation that they have to remain Glass?) Yet when we give them offensive stats, suddenly it becomes cancer. We had this same drama with Edge of Night. Cause no one wanted to invest heavily in MR to get a spell shield. (the old Banshee's veil) yet when the put a similar passive on an AD caster item, Everyone loses their minds.
