How do you build Bard?
I genuinely can't figure it out. Build tank, do negative damage and can't heal. Build AP, still do negative damage while being crazy squishy. So what's ideal?

You are there for minimal heal and speed boost plus cc
So build CDR, tanky and 1 ap item.
Yet he is a guy that can't be played with ppl you can't trust. Any other support has far more damage and tankiness so you end up in awful situation if your team mates can't capitalize your skills and don't open you good chances to use them.
Frozen heart, solari and sightstone are a must on him.
CDR/MS are the main stats you want. His heals are great with no ap. Just be sure to let your allies know not to freaking pick them up the second you put them.
Locket/Frozen heart/mobility boots/sighstone/twin shadows/either blue or gold starting item. It's up to you on which you want to do. That's usually how I build him. AP isn't something you want to build much of (outside of the twin shadows) you're not going to do damage unless you build a LOOOOT of ap. His skills have a pretty high cd. So cdr is a must and since you SHOULD be roaming MS is what you want a ton of as well. The rest is just to add a few tanky stats so he wont be blown up in a split second
Bard is the pinnacle of utility. AP is useful, but mostly inconsequential.
His main power scalings are Movement speed and CDR.
Good first items for Bard contain a
as his passive mana-regen scales with max mana. Additionally, getting 40% CDR fast is pivotal to his spam-centric, utility-only play style. Being a close-quarters sort of guy, building a mobile tank is the ideal so you can last in a fight.

Yeah he can re-stun and re-slow people infinitely so good use of q and high cdr makes him very effective
Tanky, your damage comes from your passive( (the chimes you collect) which btw is uncapped so I recommend
so you can leave lane and collect them. Your heals have somehow a good base damage so they are great early game the scaling is poorly thou (20%) so going ap is just not worthy considering your other damage ability has 50% which is at best average. CDR is the way to go if you went ahead on lane and want to have more impact as you will be able to throw slows and stun more often. But yeah overall go tanky as your scaling are poor and evn your heal won't scale that well anyway.
