Regarding Soraka's loss of her mana restore - Why didn't you put it into her ultimate?

Wish would've been the best place to put Soraka's mana restore after the rework. If you were worried about Soraka making Wish costless, then why not make it so it only restores mana to allies (along with the healing to everyone)?

Would've been a good place to put it, IMO. Allows your team to fight back in a pinch beyond just "about to die", and doesn't allow Soraka to infinitely fuel Sivir's Q's.
