so last whisper and black cleaver

one brings uprfont % penetration the othe brings ramping up % penetration

lw is much cheaper ... and gives much more pen without requirement to stack it bc is much more costfull and gives much less arpen with requirement to stack it

so lets say we dont compare costs due to diferent stats on items

if your arpen is ramping up shouldnt it mean that its building up for some big gain ? while if your arpen is upfront shouldnt it mean that you simply need to make your burst get through better right from the point of impact

while bc gives this much less arpen ... is the fact that other use that arpen so valuable ?

im not saying that bc is bad ... but i think that if something ramps up it does so to become much more proficient that the upfront counterpart in prolonged use

i just kinda dont get it
