Can we give Garen Shyvana's W treatment?

How about making Garen E kinda work like shyvana W?

and by that I mean making his spin increase in duration based on the amount of damage it does? up to a cap?

or make it based on when it damages an enemy champion.

3 seconds of spin feels meh and this change would allow garen to rekt people when he get close but no when he get kited?

thoughts on Garen getting some buffs?
