Is luden echo like DFG or maybe stronger?

More importantly, it's disproportionately strong on long range, spammy champions as the damage doesn't care HOW it's applied, just that it is applied in some capacity.

Plus, I'm still wondering why they tied to MOVEMENT SPEED when mages aren't generally kiting. Why not just a normal cooldown that's reduced by several seconds upon spellcasts?

it's weaker in an all-in, but better for poke. Overall a strong first item if you don't desperatly need some mana and evt an Zhonyas. after ~300+ ap, a rabbadons usually is the stronger item, unless you run a poke comp and avoid all-in fights.

useful on champs like leblanc so you dont have to ult to clear waves. good on champs that need the movespeed and do a lot of sustained damage like xerath and ahri, though you would have to pick it over zhonya's generally which means you can't do it vs assassins.
