Is there a diagram or log somewhere of all Nerf's Buff's for champions located somewhere?

Anytime I look at the forums some champ is OMG OP NERF, and some champ is always OMG SO WEAK BUFF. Lee Sin and surprisingly Nidalee seem to be the most frequent on the complainer list... but something that confuses me... their ban rates are low. If they are so OP, y u no ban?

Because that would make sense, and win rate doesn't matter when you are trying to get something nerfed. They want him nerfed into unviability...then whine about why he was later on.
