Black cleaver into IBG into Maw if ahead, giving you power, defenses, dueling potential, and sticking power. Ice Born Gauntlet particularly synergizes with him well.

When behind, I recommend Frozen Mallet into Spirit Visage into Frozen Heart, giving you great tank stats, and some good utility.

Remember to add a Randuin's when against Devourer junglers, such as Yi and Shyv.

Considering Skarner's innate sticking power, chilling smite is rather wasted on him, rather, depending on if you are planning to get a sightstone or not, get tracker's knife or challenging smite, for greater dueling and diving experiences.

The enchantments currently don't do a whole lot for skarner, but the best choice is most likely Warrior, though, in a pinch cinderhulk can be ok, for W scaling.

Other than that, it'll most likely be situational.
