Can Irelia please have a passive that's worth while?

Irelia's passive only procs when she's outnumbered. That in itself is stupid as heck.

What makes it worse is that a Nasus with Trinity Force/Gauntlet and frozen heart can wither me immidietly after the first wither ends even if I have my passive up AND merc trends AND I'm outnumbered.

Like what's the point of being a tenacity queen if it literally doesn't do shit in situations where it should matter most?

(Nevermind how much CC is in the game that tenacity DOESN'T help with anymore" Please Riot please :|

Basically Irelia has only 4 abilities.
