Since the players, the very small amount, main him for so long; they are naturally better at him, resulting in a better win rate. Currently, the lowest win rate right now are consist of

These champs have a good design and perform great when play at least at medium potential, the reason that they have low win rate is because a bunch of "Favor of The Month" players thought they could get a freelo and decided to play them but loss due to lack of knowledge of the champions. Meanwhile, due to how uncommon Galio is, hardly anyone know his range or his damage out put or even his build pattern, which result in difficulty for most people to handle them.
