Why does balance seem centered solely around pro-picks?

It's amazing that the masses have been screaming about Garen's ult for literally almost 2 years, but it finally gets changed when a pro player picks Garen and utterly fails with him.

There are so many more examples, but this one in particular I'm disgusted with.

Darius and Garen's ultimates were nerfed in late Season 2 for being too snowbally, especially at lower Elo.

Fast-forward 2.5 years, Darius finally gets a partial revert. It would have been unfair if Garen was left untouched, they were both nerfed for the same exact reason.

Because we suck at making the most out of the game, whereas pro players' lives depend on it so I can't say I'd fault Riot for balancing around them.
