@Riot Serious question why doesn't Soraka's E deal damage to minions and monsters?

Something that was always on my mind. In addition this is the one thing that prevents Soraka from becoming a possible Mage, if she was able to damage minions/monsters with her E it would help her farm better if you would choose to play her as a mage in mid-lane.

I mean Morgana received some changes that opened her up to more roles, like jungle and mid. Why can't Soraka get similar changes? I see so much potential with her character theme that could be explored.
