god i played against a vladmir and has to be one of the most obnoxious lane bully since teemo, but yeah, i crushed him lv8+, he seems kind of weak outside his tower poking.

Vlads a great champion and in certain situations he is disgustingly broken.
once again I have to point out that not being meta is not the same as being terrible.
