When every single one of those things were nerfed in the rework.
Ranting about Garen is perfectly reasonable, but at least complain about the problematic parts of his kit. People are acting like he is harder to kite now for some insane reason.
His mobility didn't matter when he dealt no damage. Riot wanted him to deal more damage, but he has to sacrifice something for it. I think Garen will be in a fine spot after the hotfix nerf.

(Scenario 1)...I really don't think that this champion will become viable nor get anyone to play it because in the end of the day, this is one really weak champion.

(Scenario 3)...my god. Riot, something must have gone wrong, because as of this patch, you didn't releshe a champion, you releshed a monster, with crazy stats and a unbeliveable kit.

Eh, it was a alright champ.
We're at the point where people can't decide if he's broken or not.
He actually is situationally more mobile because he is no longer slowed while moving though units with E like he was pre-rework. Not complaining about Garen, I love the rework and I think he's fine. But he's definitely much stickier once he actually reaches his target now that his E no longer slows him.
I played lots of Garen before the rework, and literally the only thing on him that has been buffed (besides his spin being a little weaker early and scaling better) is the 'Villian' dynamic. Aside from that, he's just as kite-able as always.
There's a reason he's not picked in competitive play: cc. He no longer has any tenacity on his w, meaning that cc affect him MORE than before the rework. People just aren't used to playing against him, and since he's easy to use it's easy to stomp with him.
The only thing I dislike about the Garen Rework is the villain mechanic. Feels like it punishes you for doing good :P
Garen still sucks. There is no way that immobile trash should be getting in your back line EVER

I feel like the 1% max HP true damage thing is unnecessary, but I don't really have any complaints about him being OP. He's tanky, fairly immobile, and deals a ton of damage to anything in melee range of him. It sounds pretty fair to me.
Not much has changed about him.
Those have always been the problematic parts of his kit. The only reason people didn't complain before was anyone in the game could outscale his crazy base damages.
Now he has %hp true damage crazy scaling.
I was a Nasus against a full AD team. I was stacking armor (100 or so at the time). Me and Garen were both level 8. He was maxing Q. His team had 3 kills to our none, so he had no villain indicator. His E alone (in one set of ticks, while he only had a black cleaver) did 700 damage anyways and he ulted me to death. 10/10 would lose again
(also later he had no villain indicator, I was 0-3, and his ult still did 800 true damage to me while I had 600 health out of 2100 >.>)
