Ziggs needs a QOL buff

Right now Ziggs is picked 1.9% of the time and has a 48% win rate. I think Ziggs needs an update.

Here is Ziggs passive Short Fuse Every 12 seconds, Ziggs' next basic attack deals 20 / 24 / 28 / 32 / 36 / 40 / 48 / 56 / 64 / 72 / 80 / 88 / 100 / 112 / 124 / 136 / 148 / 160 (+25 / 30 / 35% of ability power) bonus magic damage. The value changes every 6 levels. This cooldown is reduced by 4 seconds whenever Ziggs uses an ability. Short Fuse deals 100% bonus damage (200% total) to enemy structures.

12 seconds is a eon in lol, and if you spam any of Ziggs skills you are out of mana. Reduce the passive to every 8 seconds.
