There's far more ways to play Teemo that wouldn't make him useless. The other ways just take a different train of thought and way of approach. On-hit, pseudo tank, full AD. If the shrooms and blinding dart aren't cutting it, just utilize another method.

Gunblade+Mallet Teemo is BARELY viable. None of his other builds are in the slightest.

As long as Teemo rushes item 3151 then he's ok lol

He's one of the few champs that should rush item 3151 now.

AP Teemo is far too easy to counter with defensive items and sweepers. Visage counters all your harass, while banshee allows the opponent to all-in you without getting blinded. Go on-hit so you can still deal decent damage.
