I am the most broken Summoner Spell in the game, which one am I?
I take away resistances, cripple you to a snare, remove your arms, and make you a sitting minion.
Hehe...

Hehe...
I suppose it's the 100% pick rate one...
Think of it this way. If you had to pick 1 ss that the enemy team couldn't pick, which would you choose? ![]()
Oh...there I go with my "logic" again...
This is a tough one. I'm gonna go with

The game's balance is literally bent around Flash and people are complaining about Exhaust.
Can you imagine the insane arms-race that would result if Riot were to buff every Summoner to be as strong as Flash?
Better option is to split the two most overloaded Summoners (
) into four spells that do a specific thing better. Maybe we'll actually see fewer than 9 Flashes every single game now and again.

Exhaust counters flash pretty good though. Flash in to try and assassinate someone? Nope I'll just exhaust you and you will die in 1 second cause you are basically rooted in place.

It can potentially counter flashy all-ins, but it doesn't counter defensive flash disengages, especially over walls.
The only true counter to Flash is Flash.
Now, personally, I think Flash should be two spells, Dash and Passwall. The first is exactly what it sounds like, fast medium range dash that can't pass through walls. Second is basically a single-person Magical Journey.
Exhaust should be split into Cripple and Enfeeble. The former slows and grounds the target. The latter damage debuffs and resist shreds them.
