Morde=Juggernaut?

Will he get reworked as a juggernaut? Because for now,he isn't a juggernaut at all: he relies on ap items to do damages (dies quite fast) and if you build him tank,you won't get meaningful damages (not the same scale than Darius/garen/illaoi who got damages amplification integrated in their kit(a black cleaver(which synergies well) and maybe a maw of malmortius is enough to be a serious threat). The rylai defensive stats are not that good.Liandrys is good but in the end you'll find yourself stacking ap. I'm not saying he is not viable(on the contrary often win my lane) but even though i played him for Years,i still can't figure out how to maximize his efficiency(stay durable in TF while being a threat). I have many builds on him (from full ap to full tank) so i usually adapt. Still, isn't that an identity issue? Even though the old morde was impressing with his burst potential, i always saw him as someone who should stay in the fight from the beginning to th end,and not "rely " on teammates to stay alive(ofc you need them to win that fight ).

PS:increase base health please,or at least the health/lvl. The passive is supposed to give something,not to compensate low stats (i guess so)
