How can Riot encourage strong supports?

The title may not make a whole lot of sense, but I'll try to clarify. Recently there has been a lot of focus on the strength of the tank role in the current meta. For the most part I've seen this have a lot to do with the new Cinderhulk enchantment, making tank junglers more viable. I've also heard people complaining about how the new strength of tanks has greatly weakened the strength of the Carry position.

This seems like a difficult balancing act. Make carries do more damage, tanks get weaker. Make tanks stronger, adc/apc gets weaker. ... But what about other positions like the support? What would Riot do to make the support role strong? It seems that the way the previous two roles have been complimented is by adding or adjusting items. I guess Riot could add some new items that grant stronger utility stats, but would that really make the support role more popular like it has for tanks or would it just make people who already play the support role better. I think that it would be difficult to make a support more useful without instead making it seem as if the carry is stronger.

I kinda feel like I didn't really explain my question very well despite feeling like I just reworded my original question several times. If you have an idea what I'm talking about, tell me your thoughts.

supports are in a great place right now, no need to change anything

If anything, top lane needs a bit of attention. That lane is quite the mess, if you ask me. :/

Maybe a new Doran's item would help?

Edit: maybe an item that gave MR, or reduced damage from aoe or non-targeted spells (which makes Doran's shield useless against the likes of Lissandra)

Hm, I know some items already do this, but...

What if some spells gave passive tenacity while active? Say Sona's E gave slight tenacity on allies, or Janna's E? Could help counter tank's cc, without outright destroying that class.

Top lane champs tend to be tanks or fighters. That's the other role that I was thinking about, but honestly I see fighters being the most difficult to encourage without also benefiting tanks and/or carries at the same time.

Fighters tend to need a combination of offensive and defensive stats along with sustain for resources and damage. There are already a lot of items that do this. Most likely a buff or nerf of any of these existing items would actually make them more viable for tanks or carries.

The problem with top lane is going against AP mages that can top recently well, and the lack of MR items that cost less than 500 gold. Because most spells aren't exactly single-target lately (looking at you Lissandra), Doran's shield isn't as great as a defensive item it should be. It might be due to midlane's balance (at least an adc has no reason to take Doran's shield, because they'll miss out on the sustain D. sword gets). And the lack of options is difficult as well. If you can't benefit from D. shield, but D. sword isn't a good pick for your specific champion, you don't have options like the classic cloth + 5 pots strategy.

I see supports as a completely different monster though. You really don't want a support to deal a huge amount of damage otherwise you just end up with another carry. For the most part I see a support as a champion who needs the utilities of CDR, mana and/or health regen, movement speed, and gold income. You obviously get tank supports and there are often heals that typically scale on stats like AP, but they typically borrow from the items suited for those roles.

I think champions like Taric are good examples of what could encourage strong supports. Taric isn't the best example, since he is being reworked and obviously has his flaws, but what his kit gives the player is a good example.

Taric has options, suffice to say. You can focus on early game burst (his E, I believe), early game sustain, or early game trading/disruption/defense (his W). Supports who are dynamic are fun, and binary ones that play the exact same every game... aren't. Take Sona for example: you either max her Q (typically the best choice) or her W (if you're having a difficult time or really need to play passive). Rarely, rarely, rarely do you have her E. It's obviously a late-game spell intended for teamfights. It's useful then, especially for rushing objectives or team peels, but your other two spells are more useful early game.
