Buff other ADCs up to his level.

The only reason he is played is because all the other ADCs suck and cant survive.

But hes not OP. All other ADCs are UP. He doesnt need nerfs.

Lucian has literally no down side.

He is good in lane.

He's safe in teanfights.

He has good damage early, mid and late.

This is the problem with Lucian IMO.

They're not hitting him to hard relax. His ultimate got lower damage but can now critically strike meaning we won't see Youmis/Black Cleaver anymore, people are gonna go back to his originally critical strike build. Although what they did really chunk was his auto attack speed and passive, his passive no longer crits on the second shot and his scaling AS got lowered from 3.3 to 1.5.

Im looking at the updated PBE logs it doesnt say removed.

Those are not the most recent PBE notes. Those are the 6/1 notes, which was even before the lowered attack speed and the second hit being unable to crit were implemented. These changes were implemented in the 6/2 notes, which specifically say "The Culling (R) [previous damage reduction and change to allow R to crit REVERTED.]"

If you want to see a full list of changes, you have to look at the full list of current PBE patch notes. You will note that the change to his ultimate is not listed, which means it was removed at some point.
