Refreshes all cooldowns of spells and item actives. Theres no summoner spells in Dota2 but lets say this item refreshed those too.

i saw refresher, it just gives mana regen, has a huge long cooldown and costs a lot.
Spaceman5pff1 votesOne thing I don't think you realize is that stats in dota work very differently. In dota mana basically doesnt regenerate on its own, mana regen is massively more powerful. Offensive stats work very differently, mages pretty much have base values to work with.
I can't be very much more detailed since I have only barely dabbled in dota, but I can attest that items in dota generally have much more power in passives and actives than they do in numerical stats

Imagine two flashes+Idol of Durand, or flash+Idol of Durand+Idol of Durand. Karthus can finish off people and does a lot of damage, but a good Galio ult can win teamfights more reliably, I'd say.
