FPS Choppiness Bugs

I can run games from this year and I still get choppy frames involving my champion on intervals of 5-9 seconds. This has been going on for some time and seems to affect a lot of players. Ive done all the trouble shooting and steps to avoid this from riots articles and I know for a fact this is not because of my pc components so dont ask. Does anyone have a fix for this? (I have everything on low and get fps bugs, ridiculous)
