is just so terrible... can the item get some love either in base stat alterations, total cost, or an increase in scaling (not base) damage?

For the item to be gold efficient, its passive must be worth at least 630 Gold

even if the passive was worth 630g.... (its not, its extremely lacking) it isn't over the top like several other items or any others which make those items worth buying.

It's a niche item that really only should be built if you desperately need movespeed, buffing it would just make it mandatory on all mages which is exactly what Riot doesn't want to be doing hence the changes to Rylai's.

Personally, I think the proc should be stronger. it only happens every so often and is the best when used on poking skills, like nid spear or Human Elise Q. IMO
