Why need some situational GW effect when you'll be SLOWING all the time, not giving up damage for the utility and also getting some of the best stats a mage would want?
Isn't that kinda counter intuitive? The prime abuse cases are burst mages building the item, usually having to rely on ONE rotation to kill and they wouldn't usually need slows as most of them even have hard cc. Giving them an easy access to Mana/CDR/AP as well as a huge slow would make them even more oppressive as they'd just rush rylais regardless.
Rylais should be a conscious option. You should go; Hmm, I really want the slows to kite better and help my team beyond my standard kit, rather than; It gives a ton of Ap, i'll just buy it.
Most complaints about Rylais stem from champions who would not need it/want it if it had low AP buying it regardless?
is buying it as well, a champion who wouldn't even need the slows but she's doing so because it's a big ticket damage item with a great passive slow that makes it so much easier to get said damage off
I feel Riot has a bit of a warped idea of WHO should be buying the item and WHEN. The changes they might do would just shift it into being a staple rush item on ANY mage instead of making it an option like it should have been before.
