Rengar has the strongest level 1 in league right now.

I would. I haven't actually seen Rengar kill someone too quickly until late game.

Plus if you're just arguing his ability to take the first camp at level 1 (because I don't think he's ganking anyone at level 1) then I don't really know what to say. He clears a camp fast, that's something you want on a jungler.

If it's top lane Rengar, I'd still give it to level 1 Darius.

I still think Riven is potentially a little better since her Q/Passive can half health with an attached knockup if she catches you in a 1v1.

With the right combination of the new masteries, top lane Jayce has the strongest level 1 by far.

You have to recall his passive grants him the ability to leap onto targets from bushes which is pretty strong gimmick, similar to how Ashe's can slow move speed and deal strong damage by just shooting a enemy repeatedly by trading critical hits for increased damage and slows while enemies are under that state, granted its a 'scaling' ability' but it can still be a strong impact even as early as level 1 to pull out some serious damage if you do it right, especially against opponents who require multiple abilities todo similar damage with barely any items to support them.

Not to mention thanks to Rengar's Ferocity system going down by 1 count stack he can rotate his empowered ability much sooner on top of also gaining one just by simply jumping on a target, technically there's plenty of champions who had really strong passives that had no scaling gag whats'o'ever and let them be ridiculously strong.

Such as how Leblanc's old passive let her get away so easily from trades by simply running the 2 clones in different directions. Rengar's just being able to 'infinitely' have a gap closer on any target in the jungle by simply walking into a bush, combine with as a resource'less champion and he's already got a good standing point for the standard bread and butter on any gank type champion, not ruined by 'resources' (mana costs) and can save flash for other important times (like escaping) or even get ballsie and get something like Exhaust or even ignite to really drive the nail in kill off any healing or slow them long enough to melt the target.

Never the less glad i changed my mind on buying Rengar, because he is likely a prime candidate for getting a hard nerfing with other assassins like Akali getting buffed up to feel more up to pace, she's still good but some scalings can make her weak such as the healing and E AP ratio they are increasing and even lowering the energy cost on her W, if they make it past the PBE.
