Should there be any Champion who can give allies a shield akin to Torbjorn's armor packs?

For those who don't understand, Torbjorn in Overwatch can give armor packs to allies that give them essentially 75 extra HP that lasts until the armor is broken by damage. Presently, all on-ally shield effects are temporary, and you lose the shields once they either time out or take too much damage.

Would it be allowable to have someone with a long-cooldown shield that is permanent until destroyed? While this might sound super-situational, it'd be very helpful when you're worried about assassins getting a one-shot off on you, but your support could be elsewhere.

Or would this be toxic gameplay?

i think its a cool idea. we have champs that make bushes now lol would be a cool aspect to the game. like a medic type support/top laner that can buff people. seems kind of like kled to me a bit (y)

As you have stated, we already have this kind of ability to give armor and shields. In my opinion shields are meant to be temporary, yet meaningful extra bonuses of health meant to protect people in the heat of battle and shields aren't meant to last. And we already have a champion with this kind of shield mechanic and that's Kled.

Kled doesn't let anyone else ride Skaarl, though. Who's giving the "overshield" to an ally?

I wasn't saying for anyone else, I was saying a permanent shield mechanic. Kled wouldn't even share baron buff with his team, he'd just let his team die just to be the only one with baron buff.

A permanent shield would be incredibly bad for the game - you mention counterplay to assassins, but you have to consider the reverse too. An assassin you slap a shield like this one would be incredibly safe, and you'd have people raging at the likes of Zed and LeBlanc even more - and that's not even adding in other champions like Riven, Fizz, mages, and a host of other who would just ignore everything with extra health. This is too strong to be allowed in the game.
