This is only a theory as I do not have the means to test myself. If works why is this item a staple and considered viable you ask?

Its a money making item meaning you should be full build before them in an evern lane. 4. It grants stats that even non ap users can use 5. You just gained 2 exstra Slows you didnt have before. 6. it only cost 2200, so Your full build just finished sooner than the 2800 -3200 item this took the place of.

Ok guys do me a favor and test and let me know, As for it becomeing a viable staple item when against those matchups Tell me your thoughts and reasoning either way.
