How about, instead of 
disabling an enemy tower for 3 seconds, it would buff your tower for 10 seconds with more resistances, extra damage, and a shield aura to allied champions?
I can see becoming a prominent support/toplaner item considering towers crumble when sneezed at.
An allied tower buff would be nice, but I think it would make the item too good.
It definitely needs a rework, it's seriously the most useless item in the game and it's so entirely situational -- the fact that it has gone untouched this long is actually a joke.

Think I would rather see it activate the lane wide base laser from that game mode a while back. The name of it escapes me for now but it was the mode that utilized only half the map and switched sides after the game ended.
Yes sounds good but could we also make it so 
can't shield towers anymore no other shield can do it so why can hers.
