Make his Q (the skill that frustrates nearly everyone who plays against him...) a skillshot thrust (of his spear) in a targeted direction. It WILL make him completely Melee, and give more room to balancing him. No more free Q's on enemies within range.
Nerfing his E to compensate for the usage of Stormraiders really cookie cuts his masteries, Riot. His E really wasn't the problem, it was his Q.

REmoving an "Always hits" in exchange for a "Skillshot" is almost always a nice change, in my opinion. However...they'd have to compensate for it by doing one(Or all) of the following:
All in all I say it'd be great. Him tossing a spear has always bugged me because...where are those spears coming from? Nidalee's obviously pulling hers out from her bra but Pantheon... That's a lot of wood is all I'm saying.
I found a way to fix Pantheon too:
Changing nothing and just adding more lore to him.

That would just kill most of his early game pressure. He would need a lot of compensation if that happened plus I'm not a fan of making every frustrating point and click skill a skill shot. I would rather them move change his q into something that sets up his combo so that he has an easier all in but gives him less of a q spamming robot feel to his opponent.
How do you know that they are going to nerf his e?
This was litterally said by a Rioter who commented on a pantheon thread earlier today.
That would destroy Panth. Like legit destroy him. The only reason, the ONLY reason Panth is good is because of his Q harass.
