Meddler, Thoughts on Pantheon?

If I may be honest, I, for the most part, abandoned Panth
Season 6 (with 3 solid seasons of playing him...) because of the removal of mana potions. He is so mana hungry, he can't even harass many top laners to having kill potential before he goes OOM. His jungle clear rate suffers as well from not being able to use abilities, or forcibly having to go down the second tree in masteries for 1.5% mana. And early game is suppose to be his "selling point". -
He falls off extremely hard after 35:00 min. (I timed it) Any way to mediate this?

I have had past chats with game designers and they said work was planned if they changed his lore in some way to identify with his kit thematically. Well riot, I see some lore changes, are there any panth changes incoming/planned?
Might I suggest a percentage of maximum health damage E for late game tanks? Or a way Late Game he gets a benefit for being tanky, more than his passive shield proc?
