Why is mana regen being forced into the upcoming jungle items?

I'm confused as to why all of the smite upgrade options are being reworked to include the Hunter's Talisman (150% mana regen while in the jungle, plus the second half of the tooth/nail passive).

Will Aatrox DrMundo LeeSin RekSai Rengar Shyvana Zac be forced to choose between spending gold on a stat they can't use or forgoing the smite upgrade? I understand that the community has a strong aversion to resourceless champions but regardless, it seems like poor design to force such a decision. Why is a manaless smite item upgrade not being provided? Smite utility and increased jungle experience gains should not be required to be tied to mana regeneration.

Edit - I should point out that the reverse is true as well, champs like Amumu Fiddlesticks Sejuani etc really don't want to be forced into building lifesteal and it's silly that they will be, with the preseason rework.

Many of you are saying "it's the way things are now" but that's the whole point of (ideally) an improvement for the better. They've upped the smite upgrade item cost to 1050 from 850 and it would feel a hell of a lot better if you didn't have to build mana regen on DrMundo or lifesteal on Nautilus to get there. The ideal case would be offering the item as it is now (someone like Pantheon would probably benefit from it quite a lot) and having additional build paths of it building out of one or the other (machete, talisman) and the price being adjusted to compensate either the lack of mana regen or lifesteal.

It also gives 20 health over 5 seconds for damaging a jungle monster, and +15% xp, so 2/3 of the stats are still useful on non mana champs which is good enough for me.

And what makes you think ap champs want 8% lifesteal?

...the jungle items in season 5 gave mana regen too. It's not different.

It's not like it's really any different from what we have now. The current Jungle passive restores Mana as well. (which is useless on resourceless champs) But that wasn't really the point of the items. The point of the items was to create transparency. And the upgraded Jungle items will continue to do that. But now the variety in base items allows players to better focus their first clears (while maintaining the transparency in the final builds.

The only real problem I have with the mana Regen is, Why is it necessary when we already have blue buff? Unless it was made for the Extremely Mana Hungry champs. (are we going to see Jungle Karthus again?)
