Riot can you finally admit there is a problem with surf accounts?

Ok here me out. I've played this game since season 2. I have never needed an alternative account, never got banned, and I never like preying on new comers. However, I would normally try to get new friends to start playing. I'd go over their house play a game and show them some basic that I believe the tutorial failed to address. Watching them play in season 2-3 on new account, it seemed very friendly; you would see new players like themselves building champions in ways no one but a new comer would. To me, it showed that new comers would get matched with new comers and they could learn as they level up.

So I decided to finally make a alt account because 4 of my close friend decided to play it. I'm astounded by how much smurfing is destroying the game for new comers. See, I am leveling the account using exp boost. All the games I played have been me vs other players who smurf. I figured that the system likely realized I have another account because of my IP address of some other variable; But it's not!

I've haven't played with my friends yet in fears that I might label them as smurfing accounts. So I went to their house to see some of their games and "show them the basics". Nope! Everyone in their game is clearly a smurf. There is no new comer In their game. A new player cannot last hit, keep ward timer, and know what the each buffs does in detail.

I used to joke with my friend about how leveling the account to lvl 30 the real tutorial and when you hit level 30 that's where your opponents get tough. Hell I remember that it was like that for me in season 2 that when I got to lvl 30 I could not win a game to the point I quit for months. Now, new players are being plunged into this abyss. It's not fun for them, 3 of them decided to uninstall the game, they could not see the point of trying to learn the game when there are only smurfs to fight you.

The worst part is, these smurfing account, many are toxic. There is not one game I have played yet that an idiot claims he is a plat it diamond and attacks everyone else despite going 0/5/0 with 100 cs by 25 minuteS. These are bronze and silvers players who get banned, who can't win a game at level 30 so they are thrown to the beginning of the game to prey on new comers. It's smart, let new players see the worst of league at the beginning. Maybe that's why everyone who barely has any time on lol account claim that it's a toxic community; it's because the riot is not addressing the problem

And yes, make no mistake, there is clearly a problem. I don't know what a good solution would be, but I would assume offering players a account already at lvl 30 would go a long way as long as it's linked to an existing account. Players that's are permanently banned should get ip black listed to automatically put them versus other negative smurfing players. Why doesn't riot even address this?
