wukong and gnar i have seen both of them play top lane with it and absolutely mop up, the main reasoning being they back everything up with cdr runes as well, so gnar is basically impossible to run away from because everything is off cd and a slow. Wukong advantages from it because the cdr allows him to auto you and then dissappear meaning he can dodge abilities really well or kite you and run from you or setup team fights super super easy.

Actually can be very useful for a ranged support. CC with right click and no abilities burned. Helps make trades that much better for your adc.

I'm using it on KogMaw. Also remember to combine this with Approach velocity, that automatically triggers

I have so far tried it on Cait, Kass, Sol,, Graves and Swain. It was really good on Sol, and OK on Graves, but disappointing on the others.

It's interesting option on Fiora, since her q applies it.

Take it on alistar with the C Body rune and resolve secondary u have almost 1k hp at lv 1 and some slows, more slows if u build a randuin. It works on support morg too with a frost queen, in lane most people keep trying to juke the q but they just wind up in your autto range for an easy slow then q and once u upgrage frost queen its a kill every time its up in lane.

Try it on shyvana. Its not the absolute best but still a very viable option because of her lack of cc.
