An idea to make Stormraider's Surge not completely useless

First off, the problem with the mastery is that it's a mastery that deals no damage or provide any team utility in a tree that is about dealing damage or providing utility. It needs to go somewhere else or be deleted. But that is a topic for another day.

I think right now, Stormraider's Surge should have a bit of tenacity during its movespeed duration. Make it stack with other forms of tenacity.

The tenacity would only be active during the duration of the movespeed boost. It would make it more clear how to play against the mastery (save your CC until after the surge is over) and it's not like it's imperative to immediately CC characters who use the mastery anyway since they are forgoing the extra damage of Thunderlord's and forgoing the team utility of Windspeaker's and losing 30% of your health isn't going to kill you unless you're already that low.

I like it on Gangplank sometimes, makes it even easier to reposition after blowing up a barrel on someone's face, or to disengage. It IS a bit lackluster, though, and could use something to make it more rewarding. Tenacity seems like a nice addition that would fit with the theme of the keystone. I can't think of anything else that wouldn't feel awkward and forced.

Tenacity would be to strong. I think slow resist would be enouge.

Good point in that it is lacking compared to the others, but remember, we are currently in a burst meta. So dealing 30% in 2ish seconds is common and very easy to achieve, even on most tanks

On AP Ekko it's absolutely hilarious and I use it quite often to great success. I don't know if Tenacity specifically will make it all that much better, I mean it already has that strong Slow Reduction. I wouldn't mind a rework of the mastery but I really do want to keep the "speed activated through burst" concept.
