Every Shiv/bork ADC has been nerfed?? please tell me im missing something

Infinity Edge crit chance lowered by 5% Phantom Dancer crit chance Raised by 5%

any phantom dancer build remains the same while all other non phatnom dancer builds get nerfed? did riot even think this through???

On the IE nerf: "Rather than straight chopping away damage, however, reducing IE's crit chance means we can accentuate its reliance on other crit multiplier items in order to scale well into the mid-late game."

On the PD buff: "There isn't much else to add beyond the Infinity Edge context (shifting crit multipliers to mid-game items), except that we're hoping to solidify PD as a single-target focused item versus Shiv's area-of-effect power strengths."

They straight up stated this was the intention. If you want Shiv for the AoE, you're going to lose a tiny bit of crit for it. If you want to focus down on killing a single person, then you should be building PD. This was an intentional nerf to non-PD builds, and they made it pretty explicit if you took the time to read patch notes.

How did it nerf BoRK ADCs? IIRC, most champions who might rush BoRK (Vayne, Twitch, Kog'maw) didn't get Infinity Edge second anyways, instead opting for Phantom Dancer, Youmuu's Ghostblade, or Trinity Force in most situations.

The change only really affected champions who would rush Infinity Edge and Statikk Shiv. And considering Statikk Shiv was pretty much always picked over Phantom Dancer, it isn't really a bad change.

Anyways, Riot stated their reasoning and intentions pretty blatantly in the patch notes, so I'd recommend actually reading those sections if you want to know why they made the change.
