I actually really want this to happen, but:

  1. Every devourer/rageblade champion would be broken, especially Jax
  2. Kog'maw, Corki and Kayle would also be broken
  3. Akali would possibly be broken

So for the sake of the game, this item should not be added in the current state of balance.

That would make rageblade even more ridiculous. Im all for new ideas, but yeah right now that thing would be obnoxious

If we ever get a hybrid pen item, I don't think it should give anything other than ad/ap and pen. Anything more would be too breakable on all the champions who'd want it.
