He thrives in the tank meta because all the tank tops don't have enough damage to keep his health down and dont have enough damage to bully him early. Along with that his sustained low cd damage is enough to rip them apart. But once this tank meta passes you'll probably forget about him especially when his counters rise to popularity again. He's fine, he just does very well in the meta we're in. He doesn't need nerfs because soon enough the meta will change and he'll be back where he was a few months ago.

If you find yourself having trouble with him pick an early game bully like riven darius or renekton who can burst him while his q cd is still super high or someone who outsustains him like Morde. Or someone with plenty of dots or tethers like swain brand malzahar or leblanc. Or someone with % hp damage like mundo or fizz. He has plenty of counters why not use them instead of complaining

Most Darius players are very easy to beat as Vladimir if you want to try and beat him as Darius likely start boots. Renekton is strong vs. him but they have to build damage first. I've been able to melee some full tank Renektons to death as CDR orientated Vladimir. Very funny and sad at the same time.

Fiddlesticks, Malzahar, and Swain can shut him down at all stages relatively easily. Cho Gath is very good too, his burst at 6 is pretty damn good and as long as you can land W on him you should win trades, late game you can stop him from casting for most of the teamfight. Mundo is just a farm lane mostly, but later Mundo should be able to 1v1 Vlad will out teamfight though. Maokai is a bit better than Mundo in terms of countering the teamfight aspect of Vladimir and can help lock him down with his %HP dmg root, and the more Vlad spams his spells the more Maokai will heal in the fight.

Good Rivens are extremely painful. Extremely painful indeed. Good Irelias also will be very painful too.

Every champion has counters of some sort. Even the "OP" ones.
