Well, AP Vayne would want to make use of anything she could that meshes with her kit, correct?
So we're looking at Lich Bane, Luden's (Procs off condemn), Spooky Ghosts, Nashor's, Zhonya's, and Zerker's Greaves.
This allows Vayne to have decent AP for her Lich Bane procs, gives her lots of movement speed, as well as a slow to keep her opponents at bay, combiend with Zhonya's just in case they get to her.
Of course, AP Vayne has no scaling AP ratios or magical damage, so we don't need any sort of penetration =)

by buying those items, you're giving vayne ap ratios and magical damage
so why is buying penetration irrelevant?

The poster wanted to know a build for AP Vayne, so what we did was give him a build that meshed with Vayne's kit using only AP items to do so. Keep in mind, Vayne's abilities only deal physical damage and don't scale off AP, the only thing that does is the Luden's and the Lich bane we're buying. The bonus AP adds itself on to Lich Bane/Luden's. You could argue that they deals magical damage, and therefore you should buy penetration, but I feel like the attack speed is a more valuable stat than stacking pen for Lich Bane and Ludens procs. Then again, I've never tested it out before, so I wouldn't know 100% which was better, but I'm going to go out on a limb and say "definitely attack speed for true damage applications" Wit's End isn't bad on on-hit Vayne, but we're looking to make an AP Vayne build, not an on-hit Vayne build.

How do you freeze a lane and how do you keep a lane frozen? What do you do when an enemy laner is stronger and freezes the lane at the mid point?
To freeze a lane, you're going to want to position yourself so that the enemy minions won't ever hit you and make sure you're last hitting them at the VERY last sliver of health humanly possible. This way, the minions do all the fighting and whichever side has more minions always wins the fight and will always push forward. It's easier with tanks because you can keep the minions from reaching your tower by replacing your minions with yourself when they're all dead and keep the enemy minions in the same spot as before until yours come up again to fight once more.
When the enemy laner is freezing, look to take jungle camps or gank and help your team. If they're freezing at the midway point, they're silly. Ask for a gank, kill them, and then push to the tower! If someone is stronger than you and they want to freeze the lane, they should do it near their tower so they're not so easy to gank.
