When, why and who should build ? Is good on any champion other than Lucian?

I don't play much of Ashe, but I think item 3508 is good on her, considering you pick her for her ult. item 3095 is what you build on crit AD's like Mf (when you don't want lethality, but let's face it, you do.) Jhin, Caitlin, and Draven. Otherwise on champions like Vayne, Varus, and Kalista, it usually better to build a item 3144 into item 3153 . Vayne does have the option to forego this and also build item 3095 if she is ahead.
