Triple Lethality Caitlyn literally one shots our support and deals 75% the HP of a solo lane squishy. I'm not saying there's zero counterplay, I'm just asking why this is not an execute, when the ability is clearlly intended to serve the goal of an execute. Why is Veigar's ult an execute and not caitlyns? (i'm talking about scaling with missing health, not a true execuete like Pyke/Urgot)

Because why should it. She is an ADC, supposed to deal consistant DMG, not a Burst Mage.
If anything it should be X% max health + 50% total AD flat damage but always crits (it is a headshot After all)
Btw Veigar R is an execute because it originally scaled off 80% of the target's AP +100% of Veigars. They wanted to let it continue scaling but in a better way, and a %missing hp amp adds some skill to the simplest Ult in the entire game.
