With Meditation moving up to tier 4 in Utility masteries, mid-lane mana mages are going to be left without that +3 mana regen off the bat, which essentially gave them a 50% boost early-game. This is going to hurt for a LOT of mages and mage-tanks.

I do not see people realistically wanting to go without 21 in offense as a Veigar because that works against his primary purpose: DAMAGE. Same thing with Ziggs and Syndra too. And Lux? She needs the AP and damage or she's just a worse Morgana or Orianna.

Are you planning to leave them in the dirt, or are you going to give them some compensation? Otherwise I can only foresee manaless mids being used for the next patch or two or until you get the message.
