As soon as Veigar ults, his ult goes on CD, instead of when it hits only. There have been many times that I ulted as Veigar, and it goes on cooldown even though it didn't hit because the enemy died. This can end up with Veigar having no mage killer at the times needed. I ask of you; Was this intentional, a bug, or something you need to fix?
I think that's intentional. You've used the spell, whether or not the target died en route, it was blocked by windwall, etc., so it should be on cooldown.
Although last time I played Veigar I did notice an issue where my ult would disappear if the target walked into a bush (despite the particle already flying at them). Not sure about that.
That's intentional, and consistent with the way most other spells work. Once the missile's been fired the spell goes on CD, whether it's a targeted spell or some form of skillshot.
