Was Veigar part of the Black Rose?

Hello everyone! Me and a friend were just discussing this: Was the order of mages Veigar was a part of The Black Rose?

Veigar's lore specifies a group of mages he joined in the Noxus territories:

"Scattered survivors looked to the heavens, and their renewed study of ancient celestial magic piqued Veigar’s interest. Imagining himself already a master of these mystical arts, the yordle** joined an order of mages in the Noxii territories**, hoping to learn more of their craft."

It even specifies at the bottom of Veigar's lore that LeBlanc was involved. We know that LeBlanc leads The Black Rose, who did exist before Noxus. Would this make Veigar part of The Black Rose?

No, because his lore specifically states the mages weren't good at war and were of no use to Mordekaiser. We can probably assume he eliminated them. I kind of doubt the Black Rose and LeBlanc would have allowed themselves to be dug out and savaged by Mordekaiser, especially since LeBlanc served Mordekaiser very closely at some point during his reign.

Also, it doesn't specify that LeBlanc was involved. It links her as a related character. She's related to Veigar because he's got connections to Mordekaiser and Noxus, just like LeBlanc.

I think the reason that LeBlanc and Veigar are related in lore is that LeBlanc was serving Mordekaiser when he captured Veigar. I suspect she may even have been the one who tortured him to insanity, turning him into the Tiny Master of Evil. If this is true, then she may have had plans to use Veigar in some way to further her own schemes. So perhaps Veigar did become part of the Black Rose, albeit unwillingly.
